Jasper Allen B. Barrientos

Jasper Allen B. Barrientos, is an Associate and a member of the Corporate Services, Litigation and Labor, Real Estate, Intellectual Property, and Data Privacy & Cybercrime Departments of the Firm.

Jasper’s practice and exposure includes agrarian reform law, infrastructure, administrative law, intellectual property, banking, transport and logistics, and real estate. Prior to joining the Firm, Jasper was an Attorney III of the Department of Public Works and Highways (DPWH), handling legislative affairs, public policy, right-of-way, contractor administration, and employee discipline.

Concurrently, he was the DPWH Legal Service Director’s technical assistant, supervising organic and contractual personnel, and overseeing day-to-day operations of the Service in its various aspects such as human resource management, time and attendance system monitoring, procurement, budget, and quality management.

Prior to his stint at DPWH, he worked for other government agencies, namely, the Department of Agrarian Reform (DAR) as Legal Researcher under the Office of the Assistant Secretary for Legal Affairs and as Technical Confidential Assistant under the Office of the Secretary. He was a law intern at the Office of the Solicitor General and the Office of the Government Corporate Counsel.

Jasper received his Juris Doctor degree from the University of the Philippines College of Law and became a member of the Philippine Bar in 2018. He holds a Bachelor of Arts in Political Science from the Ateneo de Manila University.

Jasper’s recent transactions include:

  • Advising and assisting clients on business regulatory compliance
  • Advising clients on intellectual property administrative procedures
  • Having advised an embassy on multiple concerns such as diplomatic immunity, labor law, and business process outsourcing;*
  • Representing the DPWH as subject matter expert during committee hearings at the House of Representatives*
  • Preparing DPWH official positions on proposed legislation and executive issuances*
  • Drafting the DPWH Freedom of Information (FOI) Agency and People’s Manual and the FOI Central Appeals and Review Committee Rules of Procedure*
  • Formulating the proposed DPWH Legal Service reorganization plan*
  • Crafting the competency-based job descriptions of Legal Service permanent positions, and
  • • Expediting resolution of agrarian cases by pioneering bulk action on cases sharing similar or related facts and issues.*
